Washington's Birthday
Hi Chris: I'm just federal employee. However, I wanted to attach a page from the OPM web site concerning Washington's Birthday. Don't know who gave the name President's Day, but the Federal Government still refers to it as Washington's Birthday.
You should be pleased to know that the third Monday in February is still, legally, Washington's birthday. The Federal government never renamed that holiday, although there was some talk of doing so in the 50's and 60's.

Presidents day may be a holiday in some states, but for the most part, it is a marketing gimmick used by corporations that don't want to observe both Washington's and Lincoln's birthday.
(It's also worth noting that Lincoln's birthday has never been a Federal holiday, although it is a state holiday in some states.)
