Is ISIL’s Bakr Al-Baghdadi the leader or a figure-head?

The U.S. led coalition fighting ISIL in Iraq and Syria is preparing to turn up the heat and the leader of the organization has been very quiet. This has sparked questions about who’s really running the organization. Richard Barrett of the former U.N. Al Qaida-Taliban monitoring team discusses the issue with WTOP’s National Security Correspondent J.J. Green.
