Bethesda Cycling Studio Plans Expansion – Founder Marc Caputo’s Zengo Cycle has big-time investors and is looking to make a big-time expansion. The indoor cycling studio opened in 2011 in Woodmont Triangle then opened a second studio in 2013 in Logan Circle. The company plans three more area studios by the end of the year in an overall expansion of 20 to 30 up and down the East Coast. [Washington Post]

Construction Contract Awarded For Downtown Apartment – A Charlotte-based construction company announced it has been awarded the contract for developer Kettler’s Element 28 apartment project on the existing site of the United Bank building at 7535 Old Georgetown Rd. Kettler added the Element 28 moniker to the project earlier this year. Montgomery County has issued demolition permits for the bank, which moved a few blocks north on Wisconsin Avenue. The 15-floor, 101-unit apartment will include 3,500 square feet of ground floor retail space. [Market Watch]

Andrews: Leggett’s Budget Would Put MoCo In ‘Fiscal Straitjacket’ – County executive candidate and Councilmember Phil Andrews on Wednesday took to The Gazette to take on County Executive Isiah Leggett’s proposed operating budget. Andrews said the combination of school spending over the state-mandated maintenance of effort minimum and pay increases for county employees would mean $84 million added “to the base of the budget.” Andrews also said those increases would drive up overtime and future pension costs.
