Arrest made in Germantown murder

ROCKVILLE – A Rockville man is being held without bond, charged with the murder of an acquaintance who allegedly owed him money.

A Montgomery County district judge decided 29-year-old Kelvin Parache would remain in jail without bond until his trial begins.

Police arrested Parache on charges of first-degree murder and use of a firearm in the commission of a violent felony Thursday. He also faces a separate burglary charge.

Prosecutors say on March 4, Parache followed James A. Frazier around the county with the intent of killing Frazier over money Frazier allegedly owed him.

After a confrontation at a McDonald’s restaurant, prosecutors say Frazier took a Ride-On bus to the 11800 block of Oxbridge Drive in Germantown where Parache shot him.

Court documents say, a 911 caller told police they saw the suspect, who was later identified through his Motor Vehicle Administration photo, standing over Frazier holding a gun in his right hand.

Police recovered a handgun at Parache’s girlfriend’s home in Rockville. Forensics from the .45 caliber bullets that killed Frazier matched Parache’s gun.

Parache has an extensive arrest record including first- and second-degree assault plus burglary, resisting arrest and other charges.
