WASHINGTON- A young man is dead after an incident involving an unmarked police car.

The family of 20-year-old Arnell Robinson say he was riding his dirt bike near 5th and O Streets in Northwest when he was hit by a police officer Friday afternoon.

A police spokesman tells WTOP that the accident scene was reconstructed and the police department is awaiting the the final report. But from the initial investigation police find that the unmarked vehicle was not moving and Robinson struck the police car.

It is illegal to ride a dirt bike on city streets.

The mother of the victim, Caroline Robinson, is calling on Police Chief Cathy Lanier to remove the officer from duty and conduct a full investigation.

Washington's NBC 4 Television is reporting today the officer involved in the crash has been put on administrative leave with pay.

Family members say Arnell was about to begin the next phase of his training to become a member of the D.C. Fire Department. The Robinson family is calling his death senseless.
