This is the first time 36-year-old Robert White has spoken with the grand jury in person.
White provided a statement after he was released from the hospital that said Cpl. Keith Washington had fired his gun without provocation.
The second deliveryman, 22-year-old Brandon Clark, died from his injuries on Feb. 2.
No one has been charged in the shooting.
Washington, who handles Prince George's County's day-to-day homeland security operations, said he shot the two men in self defense.
The grand jury investigating the shooting is set to expire, but prosecutors say it's too early to determine whether they'll ask to extend the grand jury.
A spokesman for State's Attorney Glenn Ivey would not comment on whether they'll make an extension request.
Washington's attorney says prosecutors should either press charges, or drop the case.
Prior to testifying, White walked to the building using a cane, and gave Clark's mother a hug. He declined to answer questions.
The shooting occurred Jan. 24, when White and Clark arrived at Washington's Accokeek home to exchange a set of bed rails. An altercation ensued, and Washington fired his department-issued guns.
