Lawmakers quarrel with Inspector General over speed cameras, parking tickets

WASHINGTON — In an animated back-and-forth with many tense moments, lawmakers on Wednesday spent more than three hours questioning the Inspector General staff and top D.C. agencies about speed cameras and parking tickets.

D.C. Council members Tommy Wells, Mary Cheh and David Grosso sparred with interim Inspector General Blanche Bruce and lead author Edward Farley about a key contention in a recent report by the Inspector General’s office — that drivers are “guilty until they’ve proven themselves innocent.”

“One of the beauties of parking, it’s like the [Internal Revenue Service]. If you get a parking ticket, you are guilty until you have proven yourself innocent.
