The unemployment rate in the Washington region rose to 6.1 percent in September from 5.9 percent the month before, according to a Labor Department report, despite private-sector growth and a hiring surge among government contractors. The Washington Post says overall, the seasonally adjusted numbers still reflect a reluctance among employers to invest in growth and expansion, largely because of uncertainty about the economy.
