WASHINGTON -- A 22-year-old College Park man has been charged after a collision that claimed the life of a scooter rider and shut down Rockville Pike early Thursday morning.

Montgomery County Police say Michael Charles Dalton, of the 10200 block of Baltimore Avenue, was driving a tan Buick LeSabre north on Rockville Pike near Edmonston Drive when his vehicle struck a motor scooter carrying 30-year-old Roberto Nassar from behind.

Nassar hit the Buick's windshield and was tossed to the ground. His scooter remained attached to the front of the car as it continued for about a mile before being stopped by police.

Nassar, of Gaithersburg, was taken to a hospital where he later died, police say.

Dalton, who police initially said was from Pennsylvania, has been charged with failure to stop at a fatal accident scene, failure to immediately return and remain at a fatal accident scene and failure of a vehicle driver to report a death to nearest police. He is being held at the Montgomery County Detention Center in lieu of a $1 million bond.

Police say the investigation into the collision is continuing. Anyone who witnessed the incident is asked to call police at (301) 840-2435.
