WASHINGTON -- President Obama will deliver a televised address during Thursday's rush hour to a joint session of Congress to outline his plan for jobs creation.
U.S. Capitol Police will start closing some D.C. streets at 5 p.m. Thursday before Obama's 7 p.m. speech, scheduled just before the New Orleans vs. Green Bay game.
