3 Howard Co. men who died of cardiac arrest identified

WASHINGTON — Howard County has released the names of the two men who died Thursday after going into cardiac arrest while shoveling snow, as well as the name of a third man who died of cardiac arrest.

Howard County Department of Fire & Rescue Services says the Richard Lee Tucker, 56, of Woodstock and Kenneth Charles Frame, 61, of Columbia had been shoveling snow when they collapsed and bystanders called 911.

Paramedics provided CPR and took them to Howard County General Hospital, where they were pronounced dead.

Tucker was shoveling snow around 9:30 a.m. when he collapsed in the 1600 block of Woodstock Road.

Emergency personnel responded to the 5000 block of Southern Star Terrace in Columbia at 12:10 p.m. after Frame collapsed.

Authorities cannot confirm that the third man was shoveling snow when he collapsed at 10:30 a.m. in the 9700 block of Owen Brown Road in Columbia.

Family members had called 911 when he collapsed.

James William Wells, who had just turned 57 on Feb. 7, was pronounced dead at the scene.
