Md. candidate pays penalty over campaign funds

TOWSON, Md. (AP) — The Maryland state prosecutor’s office says a candidate for the Maryland House of Delegates has paid a $2,500 civil penalty for improperly writing checks from his campaign account.

The prosecutor said Monday that Hasan “Jay” Jalisi was charged with a civil violation of Maryland’s election law. A civil violation means that a provision of election law was violated without a person knowing that the act was illegal.

The charges allege that Jalisi made disbursements from his campaign finance entity. Maryland law requires candidates to have a treasurer make those disbursements. Jalisi did not immediately return a call seeking comment.

Jalisi is running in the 10th Maryland Legislative District, which is in Baltimore County. He came in second in the Democratic primary for a district with three seats.
