W.Va. teacher charged with soliciting minor in Va.

MARTINSBURG, W.Va. - An Eastern Panhandle schoolteacher has been suspended without pay after authorities in Virginia charged him with electronic solicitation of a minor.
Thirty-year-old Keith Randy Kishbaugh of Martinsburg was being held without bond Tuesday in the Eastern Regional Jail. It's unclear whether he has an attorney yet.
The Herald-Mail of Hagerstown, Md. ( http://bit.ly/wWI1Sp) says he was arrested on outstanding warrants from Louisa County, Va., where he was wanted as a fugitive.
Kishbaugh taught fourth grade at Eagle School Intermediate and has worked for the district since 2006.
The alleged victim wasn't a student in Berkeley County.
Berkeley school board spokeswoman Leah Daniel says the district is cooperating with the investigation and has a zero-tolerance policy on sexual misconduct by its employees.
She declined further comment.
