Va. school takeover board recommends ruling appeal

RICHMOND, Va. (AP) — A state-run board has recommended that Gov. Terry McAuliffe appeal a judge’s ruling to overturn a law that had allowed the state to take over chronically failing public schools.

The Richmond Times-Dispatch (http://bit.ly/1oJWdWI) reports the Opportunity Educational Institution board made the recommendation Wednesday.

A circuit judge in Norfolk ruled June 10 ruled that the law is unconstitutional.

The Virginia School Boards Association and the Norfolk School Board had challenged the creation of the Opportunity Educational Institution, which was slated to take control of six schools that were denied state accreditation in Norfolk, Petersburg and Alexandria.

The law was a key component of former Gov. Bob McDonnell’s education reform agenda. The General Assembly passed the measure in 2013 but provided only a quarter of the funds McDonnell requested.
