Family of man killed by Norfolk police file suit

NORFOLK, Va. (AP) -- Two Norfolk officers involved in the fatal shooting of a man at a bank drive-through are being sued by his family.

Media outlets report that the lawsuit alleges Officers Matthew A. Watson and Matthew Williams used excessive force and violated police procedure.

The officers were responding to a report that someone tried to pass a bad check at a bank when 22-year-old Joshua "Omar" Johnson was killed on May 20, 2013.

Commonwealth's Attorney Greg Underwood has said that Watson was justified in shooting Johnson after Johnson put his car in reverse and the vehicle hit Williams.

The lawsuit says Williams violated police procedure by walking behind a vehicle knowing that its only exit was to back up.

City Attorney Bernard A. Pishko declined to comment on the lawsuit.
