Garrett County declares emergency due to cold

OAKLAND, Md. (AP) -- Maryland's westernmost county is declaring a cold-weather emergency.

The Garrett County Board of Commissioners implemented an emergency operations plan Monday as temperatures headed below zero and winds picked up after several inches of snow.

The National Weather Service says temperatures in the mountainous county could fall to 15 below zero by Tuesday morning. The weather service says the mercury will struggle to rise above zero on Tuesday.

Public schools in both Garrett and neighboring Allegany County will be closed Tuesday.

Frostburg State University will also be closed. The National Weather Service forecasts an overnight low in Frostburg of minus 4 degrees, and a high on Tuesday of 4 degrees above zero.
