Man pleads guilty in fatal crash outside City Hall

BALTIMORE -- The driver of a speeding car that hit and killed a man outside Baltimore's City Hall in April has pleaded guilty to vehicular manslaughter.

City prosecutors say Johnny Johnson was sentenced to 11 years in prison after his plea Thursday.

State's attorney Gregg Bernstein says 10 years is the maximum penalty for vehicular manslaughter. Johnson received another year for drug possession.

Bernstein says the sentence is "too short" and is urging lawmakers to increase penalties for vehicular manslaughter. He says his thoughts are with the family of the victim, 28-year-old Matthew Hersl, a City Hall worker.

Hersl's relatives had criticized prosecutors for negotiating a plea deal with Johnson. The family released a police report showing that Johnson was driving 115 mph before losing control of his car.
