Contractor faces penalties for I-95 backup in Va.

RICHMOND, Va. (AP) -- A rush-hour traffic jam on Interstate 95 in Richmond could cost a bridge contractor up to $40,000 in penalties.

The Virginia Department of Transportation says Archer Western Contractors fell behind while working on the Lombardy Street bridge. The delay caused traffic backups up to 5 miles long Monday morning.

VDOT spokeswoman Dawn Eischen tells the Richmond Times-Dispatch ( ) that the company can be assessed a penalty for working on the bridge during rush hour.

VDOT project manager Scott Fisher says the department hasn't yet determined the amount of the penalty.

Eischen says VDOT has suspended lane closures on the project until it's satisfied that work will stop by rush hour.
