Richmond program to encourage kids to read

RICHMOND, Va. -- A new program in Richmond aims to encourage children to read by offering them incentives.

Gov. Bob McDonnell says the Earning to Learn program's goal is to ensure that all Richmond Public School students are reading at or above grade level by the end of third grade by 2016.

McDonnell said Monday that the district will implement the three-year program for all second-graders in the 2013-2014 school year.

The program is modeled after a non-cash performance based incentive program that the Dallas public school system has had since 1996.

Richmond's program is a partnership that includes the governor's office, the school district, Harvard University's Education Innovation Laboratory, students' families and the business community.

McDonnell didn't say what type of incentives would be offered to students.
