WASHINGTON - David Grosso has defeated D.C. Councilmember Michael A. Brown, becoming the first challenger to unseat a sitting councilmember since 2004.

Grosso ran as a reform-minded candidate and hammered Brown over his personal financial problems. Brown touted his record on jobs, affordable housing and preserving the safety net.

Both are left-leaning independents and ran for an at-large seat reserved for members of non-majority parties. The 13-member council serves the functions of a state, county and municipal legislature.

Brown is the son of the late former Commerce secretary Ronald Brown. He was seeking a second term.

Democratic incumbent Vincent Orange held onto the other at-large council seat being contested Tuesday.
