Portsmouth limits dog tethering to three hours

PORTSMOUTH, Va. (AP) - Portsmouth is limiting the tethering of dogs to no more than three hours in a 24-hour period.

Media outlets say the City Council unanimously approved the ordinance Tuesday night. The measure also bans short leashes, ropes or chains on dogs and cats.

Virginia Beach and Norfolk have imposed similar limits. Hampton banned all tethering in July.
