VIRGINIA BEACH, Va. (AP) - Virginia Beach is replacing its police review panel following nearly seven years of inactivity and dozens of complaints that went unanswered.
The move is in response to a report by the city auditor that found "gross negligence, mismanagement and a lack of oversight" by the city's Human Resources Department.
According to the report, two department employees in charge of the program didn't convene the panel to review citizen complains about police behavior. Those employees were forced to retire.
Councilman Jim Wood tells The Virginian-Pilot that the panel's inactivity is a breach of public trust.
City Manager Jim Spore says the city will reconstitute the panel.
