BEDFORD, Va. - Bedford has won final approval to switch to a town system of government.
Media outlets report that a three-judge panel approved the town's conversion plan on Tuesday following a hearing at the Bedford County Courthouse.
Bedford will become an incorporated town within Bedford County on July 1, 2013. It will be the third city in Virginia to revert to town status. The others are South Boston and Clifton Forge.
Bedford and Bedford County have been working on merging services.
City manager Charles Kolakowski says converting to a town will remove artificial barriers that have hindered economic development.
