Howe named 55th president of Naval War College

NEWPORT, R.I. (AP) -- A Navy rear admiral who oversees the Special Operations Command in the Pacific has been named the 55th president of the U.S. Naval War College in Rhode Island.

The Newport Daily News reports that Rear Adm. Philip Howe will succeed Rear Adm. Walter "Ted" Carter Jr., who has been named head of the U.S. Naval Academy in Annapolis, Maryland.

Howe is a native of Jacksonville, Florida, and is commander of the Special Operations Command at Camp H. M. Smith in Hawaii.

He has also commanded Naval Special Warfare units in Bahrain and San Diego.

Howe graduated from the Naval Academy, the Naval Postgraduate School and the National War College.
