RICHMOND, Va. (AP) -- Terry McAuliffe's transportation legislation campaign ad is causing partisan debate over its claims.

The Democratic gubernatorial candidate doesn't flatly take credit for passing the more than $1 billion-a-year transportation funding reform bill in February. His ad, however, suggests a larger role. Some Republicans dispute that.

Who's right?

It's true that McAuliffe met with legislative Democratic caucuses and publicly sided with Republican Gov. Bob McDonnell in advocating passage late in the game. And overwhelming House and Senate Democratic support allowed the bill to pass with Republicans divided over its new taxes.

As a timely high-profile cheerleader, McAuliffe certainly did no harm. But House and Senate Democratic leaders who shepherded their restive caucuses and worked for weeks alongside McDonnell and select Republicans to keep the bill afloat played a much greater role.
