WASHINGTON - Metro's Silver Line continues to rise over Tysons Corner and will be completed sometime in 2013, but the second phase of that extension to Dulles Airport still remains in doubt.
Financing for Phase 2 of the Dulles Rail Project is still not in place and a key player, Loudoun County, remains uncommitted.
Loudoun County Board of Supervisors Chairman Scott York says the Metropolitan Washington Airports Authority's insistence on a contract that will mandate use of union labor is a big area of disagreement.
"I don't think Loudoun will accept anything but it being voluntary for everyone including the prime contractor," he says.
Virginia is a right-to-work state and Gov. Bob McDonnell has also expressed opposition to such an agreement.
In addition to the use of union labor, the project financing remains unresolved, as well. In dispute is the use of toll revenue from the Dulles Toll Road.
"Whether or not we're willing to say that the toll road users that are in their car pay 75 percent of this, at a time when nobody that's riding the rail pays anything for construction," York says.
York says, however, the county definitely still wants Metro and is optimistic something will be worked out.
Earlier this week, the county broke ground on a major development in Loudoun near the eventual terminus of the Metro extension.
