HAVRE DE GRACE, Md. - Voluntary evacuations are underway in Havre de Grace, a low-lying town at the mouth of the Susquehanna River.
Harford County officials say people who live in flood-prone areas of the town are advised to consider evacuating before Hurricane Sandy reaches Maryland.
County Executive David Craig says the storm "poses a serious threat" to the community.
The county has activated its emergency operations center, and an emergency shelter at Patterson Mill High School near Bel Air will open at 7 p.m. Sunday.
