RICHMOND, Va. (AP) -- Republican Ken Cuccinelli says his supporters still sent a message to Washington on the nation's health care law, despite his loss to Democrat Terry McAuliffe in the pitched race for Virginia governor.

An emotional Cuccinelli addressed supporters in Richmond on Tuesday after conceding the race to McAuliffe. Cuccinelli had cast the race as a referendum on the new federal health care law, saying his voters sent a message to President Barack Obama.

Cuccinelli said the health care law is a failure and the government lied about what it would deliver.

Cuccinelli also noted that while his campaign was outspent by $15 million, he still took the race down to the wire.
