CHESAPEAKE, Va. (AP) -- A former tugboat captain has been fined $200 for a collision between a barge and a skiff.
William C. Spencer of Smithfield was convicted of operating a boat in an improper manner on Tuesday in Chesapeake Circuit Court.
Spencer's attorney, Tom Kelly, tells The Virginian-Pilot (http://bit.ly/10UJUHS ) that the misdemeanor conviction might be appealed. He says they don't believe Spencer did anything wrong.
The 69-year-old Smithfield man was piloting the Albert Pike on the South Branch of the Elizabeth River when the collision occurred near the High-Rise Bridge on Nov. 26, 2012. Spencer said he didn't see the 17-foot skiff or its owner, 77-year-old James W. Phelps.
