RICHMOND, Va. - Richmond is resuming normal operations and winding down storm response efforts.
Mayor Dwight Jones says the city didn't receive any significant damage from Superstorm Sandy. An emergency declaration he issued for the city has been lifted.
Jones says two emergency relief shelters will close at noon Tuesday, along with the emergency operations center.
One shelter for the homeless will remain open until 6 a.m. Wednesday. The city also plans to open a cold weather overflow shelter for the homeless Wednesday night.
