DC Council sues mayor over budget autonomy law

WASHINGTON (AP) -- The D.C. Council is suing Mayor Vincent Gray's office over a law that gives the city more control over its local budget.

District voters approved a referendum in 2012 that allows the city to spend its local tax dollars without authorization by Congress. Gray supported the measure but said he had questions about its legality. The referendum became law after Congress made no effort to invalidate it.

But the Government Accountability Office, the investigative arm of Congress, has said the law is invalid. Following that opinion, Gray's administration said it would not enforce the measure.

On Thursday, the council filed a lawsuit that seeks to force the mayor and chief financial officer to enforce the law. Council Chairman Phil Mendelson says the council has a strong legal case.
