Man pleads guilty to manslaughter in 1995 killing

WASHINGTON (AP) -- A Washington man has pleaded guilty to fatally shooting another man in 1995.

Thirty-five-year-old Maurice Fair pleaded guilty on Wednesday to voluntary manslaughter while armed in the death of 18-year-old James W. Belton. A plea agreement, if accepted by a judge, calls for a 10-year prison term as sentencing July 16.

Belton was shot twice in the head in his northwest apartment. Prosecutors say Fair had gone to Belton's apartment to smoke marijuana and became fearful that Belton would hurt him.

Authorities say Fair, while hospitalized in 2004 for a mental health evaluation, told staff he had killed a man years before. He was not arrested then.

He was arrested for the killing in 2007.
